Terry L. Nipp

BIOGRAPHICAL SKETCH

In February of 2003, Dr. Terry Nipp was appointed as the Executive Director of the National Institute for Agricultural Security (NIAS). The Institute addresses biosecurity and homeland security issues as they impact the nation’s agriculture and food systems, as well as rural communities. The NIAS addresses research and education issues pertaining to biosecurity needs.

Dr. Nipp was co-founder and President of AESOP Enterprises, Ltd., a consulting firm that specializes in integrating science and policy. Over the past ten years, Dr. Nipp has worked closely with the Deans of Colleges of Agriculture, the Experiment Station Directors and the Extension Directors as they developed national policy initiatives.

Dr. Nipp has worked on an array of issues including water quality, animal waste management, conservation, food safety, nutrition, and rural development. Dr. Nipp played a lead role in the development of the research and education components of major legislation, including the past three Farm Bills, biosecurity legislation, bioenergy bills and environmental legislation.

Prior to AESOP, Dr. Nipp served as a consultant and Project Director for Water and Environmental Policy at the National Association of State Universities and Land Grant Colleges. Earlier he worked for the Board on Agriculture of the National Research Council, National Academy of Sciences. He served as a Congressional Science Fellow for the American Society of Agronomy and worked for the Committee on Agriculture in the US. House of Representatives.

Dr. Nipp received a Ph.D. in Crop Science from Oklahoma State University in 1987. He received an M.A. from the Stanford Food Research Institute; an M.S. in Biology from Stanford; and, B.A.’s in Human Biology and Political Science from Stanford University.
